Isa sa mga pagkakakilanlan ng Santa Rosa bilang isang bayan ay ang makulay at masiglang pagdiriwang ng Sikhayan Festival na taunang idinaraos tuwing buwan ng Enero. Kilala ito ng marami dahil sa masayang ingay na hatid ng Street Dance Competition na siyang pangunahin at pinakamalaking aktibidad ng selebrasyon. Ngunit, lingid sa kaalaman ng karamihan ay ang malalim at makabuluhang pinagmulan ng pagdiriwang na ito.
