CSC certifies CNA between City Government and Employees Association

The Civil Service Commission issued a Certificate of Registration for the Collective Negotiation Agreement entered into by the Santa Rosa City Employees Association (SRCEA) and City Government of Santa Rosa.
Mayor Arlene Arcillas, together with the SRCEA officers, received the CNA certificate from the CSC presented by Dir. Charity Arevalo.

The Certificate of Registration was presented by Director Charity Arevalo, Director II of the CSC Field Office Laguna, during the weekly flag raising ceremony on June 27, 2022. It was received by SRCEA President Maxima Epino and City Mayor Arlene B. Arcillas.

Before the awarding of the certificate, Director Arevalo emphasized that the CNA was a result of cooperation and negotiation between the employees association and the city government.

Kaya ‘collective negotiation agreement’ ay dahil hindi ‘yung isa lang ang may gusto kaya ‘yun na ang masusunod kundi nagkasundo ang bawat party sa nilalaman nito,” the director explained.

The CNA was signed on November 26, 2021 and, according to the Certificate of Registration, it will be binding from November 27, 2021 to November 26, 2024. This is the third CNA signed by the two parties.

Mayor Arcillas said that the CNA is a testament that her administration is truly practicing participatory style of governance ever since her first term as Mayor in 2007. This style of governance is one where officials ensure that citizens have a role in the creation and implementation of projects and programs from which they can benefit.

"We serve the people of Santa Rosa at ang pagse-serbisyo pong iyan ay hindi lamang nanggagaling sa inyong lingkod kundi sa bawat isang nagsisilbi sa city hall," she said.

"Kung ano man po ang kaya at nararapat nating ibigay ay ibinibigay po natin sa mamamayan ng Santa Rosa, most especially, sa mga katulong natin sa paglilingkod – ang ating mga empleyado," she added.

Mayor Arcillas thanked SRCEA for always protecting the welfare of the city government employees, stressing that "We deserve the CNA."

For her part, SRCEA President Epino expressed her gratitude to the city for not setting aside the employees' welfare and benefits even during the pandemic.

"Napatunayan natin sa maraming taon na, lalo na nitong pandemic, na walang imposible lalo't higit kapag empleyado ang pinag-uusapan… Sabi nga ng iba, swerte daw tayo dahil ibinibigay na lahat ng city government tulad na lamang nitong CNA," Epino pronounced.

The union president also shared that talk for the implementation of a Health Insurance Plan is ongoing. This benefit is one of the provisions under the CNA and, once realized, will be the first time to be enjoyed by the city government employees.
